To add to what Chris said, there might be another possibility...

Maybe the form you think is the home page might not be the home page as a
result of customization? Maybe at some point there was another form created
and used as a home page?? You might want to check your Server Information ->
Configuration and the setting 'Default Home Form' under that.. Make sure the
form you are trying to change is indeed the home page. If some other form
shows up as the home page then you would need to modify that form..

  I am currently using AR 6.3.  We have users log in using Mid Tier.  All of
our contact information is on that first "welcoming" page.  We reciently
changed our phone number and I cannot get the number to change at all.  I
can go into the administrator and find the page and change it there but it
wont transmit to the actual page users see.  I am at a loss.
