Chris,
 
Individuals with accounts to the system will always consume a license
(fixed or floating) when creating records.  It's only Guest users (those
that don;t have accounts) that can create records with a read license
under Submitter Mode locked scenarios.

Hey everyone-

 

It's my understanding that anyone with a login should be able to submit
a record without having a floating license.  However, I have created a
form and when people who only have a read license try and submit it,
they get an error.  Do they need to have a floating license that just
doesn't get consumed?  Submitter mode is set to Locked.
