This might not be an ideal solution, but almost all cell providers have an email address for the cell. i.e. <number>@vtext.com is for verizon wireless customers. As a quick and ugly fix you might just create a simple notification to send to their mobile's email interface.
I wouldn't recommend this for a long term solution or for major usuage. But it could work if you have one or two individuals that want it, or as a quick fix in place for a better solution.
