We have taken a slightly different approach....

We created a special mail box config record on dev that is "enabled"
and "disabled" all other mail box configs.

When there is a record in the AR System Email Messages form that we
want to send, then you search to find the message and update it to go
to the address it should go to and switch the mail box to the enabled
mail box so that it will be sent.

So it takes the hand of an admin to get email to be sent from the Dev
server. Since it is a rare thing for us to do, this approach has
worked out well for us.

However, short of having the email engine actually process the record
(and send it to some email address) I know of no way to "preview" the
email that will be sent prior to it being sent somewhere.

One thought I have had over the years was to set up an "inbound"
mailbox that could be emailed so that the Email Engine would
essentially be talking to itself and logging the results of it's
transformation of the email back to the AR System Email Messages form.
But I have never actually bother to set it up. I am sure it would
work, but it just has not been valuable enough for us to spend the
time to do it.
