Thanks a lot for all your responses.
We could resolve the issue by copying the 'Demo' user from live server to the 
QA server.
After that using 'Demo' we modified all the users from 'User' form and the 
entries were created in user_cache table.

Here are the steps to restore/fix an account
>From the server (NT or Unix), locate the arcache and arreload executables.
 
>From a command line, run the following:
arcache -Ua -n "Tempuser" -p "" -e "000000000099999" -lw 1 -g "1;" -s 
arserver_name
 
Log into user tool as Tempuser, no password
Fix/Add the accounts you need to.
 
Next run:
arreload -u User -a "Tempuser" -p "" -f -s arserver_name
 
This is to flush the Tempuser account out of the cache

ARRELOAD Common Syntax:
 
arreload -g Group -u User -a"<Admin User>" -p"<Password>" –s <servername> -f  -d
 
Key Points:
· Re-syncs the user_cache and/or group_cache tables with data from User and 
Group forms for authentication purposes
· Run at a command prompt in the AR Server install path
· AR Server must be running
· Does not require AR Server restart. Can be run in production with some risk 
(users may need to re-login).
· Can be run with the –U option for user only, -G option for group only, or 
both (see below)
 


Common Issues:
· Bug Alert: Cannot be run with both –U and –G options in version 6.0 and 
6.0.1. These options can be run separately without issue.
· Verify that the "Admin User" and password specified in the syntax can be used 
to login to the Admin Tool. This proves the credentials are recognized by AR 
Server as an Admin user and that it is not necessary to run arcache.
· If AR Server is not registered with portmapper, then the port number AR 
Server is running on must be specified as an environment variable prior to 
running the utility.
 
Example syntax for setting environment variable at a command prompt:
C:\Program Files\AR System->set ARTCPPORT = <port number>
 

Note: It is possible to disable the ability to run the arreload utility with 
the following parameter in the ar.cfg file:
 
Disable-User-Cache-Utilities: T
 
Miscellaneous Information:
· The –f option actually causes all records to be deleted from the user and 
group cache tables in the database prior to re-populating them with the data 
from the User and Group forms.

You could try the ARRELOAD utility.  If you need to know more look in the 
Configuration Guide.  If you can not get access via any of your Administrator 
accounts you may also need to use the ARCACHE utility to create an entry for 
that user in the user cache.
