The generic login/password should have a license type of "Restricted read" and more then likely you should have the submitter mode locked. In this configuration the submitter can submit and modify there own ticket (You setup the field that can be modified). By having the the system setup as "Submitter Mode" locked, anybody trying to login using the generic login/password and the license type of restricted read they could not modify.

I have done something like this. Basically you send them to a redirect html the goes to the form and view you want and that uses the generic username/password.
