Hi, I had a similar issue on a new Exchange 2003 server last year,
The root cause turned out to be: Exchange Intelligent Message Filter This was disabled and the issue was resolved. If not, I would confirm that with the Exchange Message Tracker (may need Exchange admin support for this). After that is confirmed, you can run AR filter logging to see if there is any activity after the polling interval. Also, if you have ITSM, you can check to see if any records are in the HPD interface Create form.
