It gets it from CHG:ChangeImpctAreaApproverLookup, a join form of default approval information, which appears to be populated correctly for the most part. However, after looking into the contents of that join form, I looked up any records where the Approval Definition ID was APD000000000018. There are no records of it.
This then made me remember that BMC support had me delete some records in the AP:Notification form because there was an issue upgrading from 7.0 to 7.1. I'm wondering if the guy at BMC support only gave me a partial solution to the problem, since it appears we are missing some records somewhere. I'm not sure what is missing as of yet, but I'm starting to suspect that this could be due to us referencing something that doesn't exist on one of my "bypass" approval phases, where I implemented my own version of Release Management in Change Management. When you submit a Change with a Change Type of Release, it uses an approval phase to bypass a few statuses so you can get an approval and go straight into "Scheduled" when you create it. My theory is that if a user somehow mistakenly adds an approver manually at that point before the Change is marked for the correct phase, it will trigger this error. I'll mess around with this and see what happens, but a solution is appearing to be closer. Thanks for your help.
