Yes I do agree with David..System do not recognises the value set to 0.5.. it 
still take what is written in the admin console.. i,e 1 hour, on midtier it 
works. i have set a time limit of 10 minutes.

  We have tried it on a dev server and the server properly interprets ".5" to 
be a non-integer number and converts it to "0" during processing.  A setting of 
"0" is then converted to the default value for license-timeout, which is 2 
hours.

  So while you can certainly set the value in the ar.cfg file to be ".5", the 
system will not reduce the timeout below 3600 seconds (i.e. 1 hour).  We even 
tried variations of "0.5", "0.8", ".8" and others and found that the server 
consistently and properly maintains 1 hour as the minimum - with 2 hours being 
the default.

The license timeout cannot be set lower than one hour.  Therefore, this is not 
news. ;-)

Someone may be confusing this with the Session Timeout on the Mid-Tier, which 
is granular down to minutes.  But while a session can be timed out faster than
