Depends on what form you are operating on, and what OTB workflow may also be 
firing against it.  You didn't mention what form you operation on.

The ACTIONFLAG is a character field... There are no references to TR.values 
..... I have not try the manual update of ACTIONFLAG...

I enabled the update escalation and filter .... I modified the filter by 
eliminating some fields ... now is works....is validation from out of the box 
workflow making my workflow error out and roll back?...

*         Is the ACTIONFLAG field Display-Only?

*         Does the Run If qualification on your filters refer to the TR. value?

*         What happens when you manually update the ACTIONFLAG on the form and 
save?  Does it work as expected?  If not, Filter logging on that, should shed 
some light.

Each escalation triggers the "on modify" filters ....
When the escalation occurs it updates a field to trigger the modify event 
filters...
Only one of the filters is performing the specified task ... the other two seem 
to be not executing
The workflow triggered by the escalation does not increment the ACTIONFLAG. The 
ACTIONFLAG is to determine which of the filters will execute ... one updates a 
field , another will add a record and another will update other fields than the 
first filter.... The only filter that completes the task is the one that 
updates one field..

I disabled the two escalations and the other two filters to  find if an error 
in one of them is rolling everything back...  so when I run each escalation 
(only one enabled escalation and only one enabled filter) only the filter 
updating one field is working... the add and the update of several fields 
filters do not happen because the escalation is not modifying the field to 
trigger these filters.... I hope this is clear...
