Larry, That error has nothing to do with 2008, it has to do with a bug in the Dev Studio where you are editing a piece of workflow that belongs to a deployable app while you are not in the app..it for some reason has trouble translating the role ID's to names and throws that error, it however doesn't actually remove them from the permission list, so I personally haven't seen issue with it.
