We've seen a couple of instances where a fix was put in a patch and then was NOT in the next patch. So I think Fred is right - you have to check the formatting of the XML.

You need to turn on logging and find out what that person is actually doing with the web service. You need to make sure their data is all coming in formatted correctly too. It's odd that a WS call would blow up the server - I suspect there's more going on. Since it's the actual AR server blowing up it has to be trying to process something that it really can't handle.
