Decades ago the entire City was declared an area in need of 
rehabilitation with the Housing Authority given jurisdiction. When 
the waterfront was considered for redevelopment a boundry was drawn 
at Grand Avenue. The housing Autority retained jurisdiction to the 
West and the City Council was given jurisdiction to the East.

A "blighted area" (Redevelopment Area) was then designated as a sub-
area of the Eastern rehabilitation area.

>From Deal Lake, south on Webb, down Bergh, Asbury Ave west, Heck St 
south, Sewall Ave west, Grand Ave south, Lake Ave east, Ocean Ave 
north back to Deal Lake.

Everything else remained a Rehabilitation Area, as did the rest of 
the City.

One should question the need for so many redevelopment areas; 
Downtown, Starz, Washington Ave, Main St, Scattered sites I & II, 
Asbury Shores, Prime renewal.

All of which are disfunctional.
