While land uses do change often, your points are well taken. Don't fix 
what's not broken. The historic land use patterns need very little 
tinkering. There is a bright side however, to Fishman's inertia, or as 
Tommy would claim, the entrenched bureacracy, not much has been built 
and perhaps it can be changed. While I am not optimistic, it is easier 
when nothing is on the land then after buildings are up.
