In the real world (not AP) a developer would have to assemble lots to build.
In AP Lofferdo, Saunders, Bruno, Malina, Aaron & Weldon sold the lots, city buildings & streets by the acres to the Partners, cheaper than were purchased in the Great Depression?
In Belmar, a council made of professionals, not 3 stooge like AP, encouraged private land owners to develop their own site.
