Based upon what the council said, it appears that some of the 
parcels are ready to be developed (although ready is relative in 
development). For instance, it appears that Metro Homes is going to 
develop the Empress Hotel parking lot site (and adjacent parcels). I 
suspect that Asbury Partners needs the money, and thus, must flip 
the parcels in order to be able to renovate the waterfront 
buildings. Of course that is not a good system and the city and even 
I could have done that. That was not part of the deal, but as the 
city says, it is a "living document" which in shorthand means it can 
be interpreted any way they want. I don't know why it is never 
interpreted for citizens' or property owners' benefits.
