For instance, it appears that Metro Homes is going to develop the Empress Hotel parking lot site (and adjacent parcels). I suspect that Asbury Partners needs the money, and thus, must flip the parcels in order to be able to renovate the waterfront buildings. Of course that is not a good system and the city and even I could have done that. That was not part of the deal, but as the city says, it is a "living document" which in shorthand means it can be interpreted any way they want. I don't know why it is never interpreted for citizens' or property owners' benefits.
