it was paid by.  i was looking at it through a physical aspect, not 
the money side of things.   the fact was, the boadwalk HAD TO BE 
DONE.  if you look at drawings of the boardwalk, not sure where i saw 
them, but recent ones.  the current shape of the boardwalk isnt even 
the same.  i dont predict that boardwak staying the same way it is.  
thats the only point i was making.
