I would not say that. There is nothing wrong with having a different 
style of lights, however, when the bulbs become non-standard and the 
master developer has to maintain them, and the master developer is 
someone like Partners, well then - that's a horse of a different color. 
This is characteristic of the entire WRP from the beginning. Despite 
big name planners, etc., it was not well thought out. I suspect that 
there will be many changes to come. Some right in line with the 
criticisms levelled in this forum. A living document is one thing. A 
poorly though out plan that requires constant revision is another. This 
was, and continues to be, way over their heads.
