Sometimes it is.  Apparently you missed the whole New Deal lecture 
in history class.

But in reality this is not a "jobs" program.  The city has many real 
problems.  Garbage on the streets.  Fields of weeds where there 
should be grass.  A perception of high crime in places who rely on 
outsiders coming to spend their money feeling safe.  And a 
population of kids who are far more likely to both learn success and 
stay out of trouble if they have something productive to do over the 
summer.  Isn't the government's role to take the lead on solutions 
to the communities problems - or are you saying their role is to 
simply maintain the status quo?  Whether they broker invovlement 
from MM, merchants, etc., I believe it is highly appropriate for the 
council to play a leadership role in this kind of activity.
