you still have to meet the basics rules of zoning-  

like if you need parking, bus lanes, fire lanes or whatever the 
building and zoning laws call for.

It all depends on how many people use a facility and what zone the 
building or land is in. People aren't worried so much about religion, 
more so how a facility will be used, what hours and if they provide 
for the people they attract. Just like if a McDonalds wants to come 
to town. What if Burget King wants the same spot? What if McDonalds 
gets shot down and Burger King prevails?? Was McDonalds discriminated 
against or did BK have better lawyers or do the planners prefer BK 
over McDs?

A zoning board HAS to have control over the towns MASTER PLAN and try 
its best to see that new businesses (as in religion) fits that plan.

I think the INTENT of the act was to preserve the right for worship - 
not to run childcare, adult care, rehab or whatever - "the prmiary 
purpose of the facility is religion.." not a quickie service designed 
to "meet" the definition of the law.

How about when these people walk out the door every morning, you are 
there before they go out and make sure they look presentable on the 
street. 

Maybe TD will those Zenga suits that don't fit any more over there.
