It was in Public Property. It didn't work and it cost the city money - it was a big circle. The public part wasn't what kept Asbury down. Not as simple as that. Race issues, general neglect of cities statewide, private scum slum lords, private exploiters of all types, corrupt politicians, and even long-time residents, who for one reason or another, just threw up their hands and gave up. Somehow we were lucky to get an influx of new blood many of whom are respect the importance of dovetailing public and private interests. Governments should run government, not businesses. Each has its own function. But government should have a hand in prudent regulation of businesses using public assets. All those plans were meant to SAVE the buildings, bring in development and people. It was one failure after another.
