You bring up an issue that may be the reason for all the trouble.

Who's lamps are they? Who's responsible for maintaining them? I
suspect that issue is not clear.

The park is City owned (public) property. JCPL equipment (street
lamps) are usually placed to light Rights of Way (the streets).

Lighting public parks is not the responsibility of JCPL.

We need to identify the details of this arrangment.

Who 'owns' the lamps, who will maintain them?

My fear is that this issue will escalate to "WE JUST NEED LIGHT" and
the historic fixtures will be removed, halogen flood lights installed
and it will be another badly executed project.

Let's do this one right; history, character, and appropriate lighting
levels can all work together.
