That is only true in commercial high rise towers.  Residential and 
hotel towers are typically 10-11 feet from floor surface to floor 
surface, not really a change from what was built in the past.  Thats 
why you see alot of old office buildings in New York converted into 
luxury apartments and lofts.  Residential spaces require getting alot 
of units into one building which means lower ceiling heights, so in a 
200 foot building there can be 18 floors instead of 14 or 15.

This building is a smaller footprint from the original plan in the 
80s.  It takes up the typical oceanfront city block.  The old C-8 
structure took up 75% of Ocean Ave, and half of each street to the 
north and south.  In a way I always look at it never getting built as 
a blessing in disguise because of how much access it would have taken 
away from the beachfront roads.  Now there will be the green spaces 
to the north and south with the opened up avenues that wouldnt have 
been there had C-8 been built as planned.

Not likely.  The building was designed with 224 units and it is being 
built and sold that way. Anyway, Metro Homes is a powerhouse with 
loads of money, they are going to finish this building (and I would 
bet it will be done on time due to the high end clientelle they are 
selling to... dont want to upset the good customers).  In Jersey 
City, Metro Homes is building those twin Trump Plaza towers.  They 
build the first one and when it sells out, they start building the 
second one.  Unlike that, the Esperanza is being built and sold in 
one shot.  When they sell out that building, they'll develop the 
Wonder Bar block to the north or the Albion block to the south.
