Werner, does the plan really mention that the retail/commercial area is
designated for the soul purpose of the condo dwellers? I somehow doubt it
does, but if i'm mistaken, sorry in advance........... It sounds like you're
intentionally inserting words to help with you're conclusion.
So far what's been built on the boardwalk, and inside the CH arcade is for
anyone who wants to enjoy it. Maybe it's not the sort of thing you wanted to
see open? Is that why it then becomes marked for condo dwellers only???
