The same reason some school districts don't have a 5 or 10 year plan to 
eliminate or reduce their dependence on the ABBOTT method of funding. 
No incentive.

I've been there on the consulting side. I've said it before.

At ATT a key manager told me: "Go with the flow and you'll be here 
forever". I've been on more budget reviews whose sole purpose was to 
get millions mroe for the next quarter or to "create work" - even 
though my role was to "improve" the process.

It's easier for a non-profit to operate inefficently. It's easier to 
get funding.
