Well, if you read the detail of the agreement (orig), while the city
does own the BW and Sand, the city cannot lease or lease or sell (more
tehcnical then this), say a kisok on the boardwalk or on the sand
without approval from partners.
I believe this is what it says and i'm sure W could detail if need be.
