Go and try to start an Assamese school - say in Gujarat, and then let me know if the Govt. of Gujarat shuts it down.
Now, if you demand an Assamese school in Gujarat and want the Guj. Govt. to pay for it, they may say no. And Assamnet does not belong to any govt.
