And if India cannot pass a law to monitor citizens of 'enemy countries'
within its boundaries, what seems to be the problem? Why can't she?  What
do you suppose POTA does? Heck, it even allows snooping its OWN citizens.
And expats when they visit the old country.

But if you meant India cannot pass a law to monitor Muslims, because, say,
even the USA would be monitoring Iraqis in the USA, then I will be reduced
to say: No further comment :-).
