It seems to be a royal mess (judging from "bor deuta" analyses of the
situation).

The question could, however, be "Can NRAs do something more?" and not
whether NRAs are useful or not.

IMHO, NRAs, with their combined limited resources, have done quite a
lot over the years. Their efforts may not look 'BIG' in the grand
scheme of things, but the fact is they have come thru at times - be it
giving a helping hand during floods, or collecting money for a cause.
The 2 major organizations in the US have undertaken numerous projects
over the years. I don't know how successful these projects have been,
but the fact is NRAs have taken issues seriously enough, to cause at
least a small positive change.
