How does one know?  Example, I have a bug, it is a small bug.  I do  
not want to update until this bug is resolved.  How do I know when to  
update, not even a change log.

What if I find a bug, and I am using an older version, how do I check  
that it has been fixed without wasting my time, developer time, and  
maybe installing it to find out?

I am ok if the devs do not want a bug tracker, not having  change log  
and list of known bugs for users, this should be done in my opinion.
