Actually, no. Sometimes, restarting assp a second time clears the problem. I only mentioned restarting the box to indicate that that was successfully forced things to work. The 'other' app using the port was just an improper shutdown of assp in a way that held the port open, somehow. :-/ Sorry if that caused confusion.
