Actually, it could. What I've done before, is give out an unprivileged account on the box (or some intermediate gateway box). Once they log in, you ask them to run screen (as the unprivileged user) to connect to a session you've created, then proceed to login as root yourself. If they disconnect their screen session, they leave your root terminal.
