That will get ugly very quickly. You'd need to setup Internet Connection Sharing (ICS) on all the XP machines with a different Subnet for each USB dongle, and then route the traffic through each XP machine. You could get an Access point which support Bridge Mode, one for each group of phones in a physical area, but then you add another layer of complexity...
Why do they want to avoid cabling, most of the time it's cheaper in the long run, especially if they plan on using their phones to generate income...
