For any given package, you can do:

make <pkg>-clean
make <pkg>-dirclean
vi package/<pkg>/<pkg>.mk
// bump the version number
make <pkg>

and that should pick up the new version.

You can also add the filename of the tarball to toolchain/file_exclude 
to skip the SHA1 sum calculation.
