Yes.

Note that I also recognize the legitimacy of publishing a feed without the summary, even if available, in some circumstances--hopefully in an alternative version of the feed (ie., hopefully there's a version of the feed with summaries or content, and a special-purpose one without). That'd lead to a SHOULD, right?
