The IETF has been very good with this on some protocols, and bad on others. Even if a major vendor has deployed something, if it is technically broken or limited, the IETF will generally ignore it. If the protocol is just acceptable, we will spend a huge amount of time trying to decide between "good enough" and "replace it", usually with silly results.
