For LADSPA and Nyquist it is usually free in price and open in licensing
(anyone can change the plug-in as they wish if they do not change the 
licence). 

VST plug-ins can be free in price (but often not open licensed) or 
more often are commercial plug-ins that have to be purchased beyond 
a trial period.

I've added a Glossary link for DC Offset and linked to it in the Normalize
entry in Effect Menu:

I don't think it needs the link on the Normalize page itself.

I think that is pushing a bit beyond the scope of a reference page. 

I might be prepared to add "or with Linux under WINE" with a link
to WINE ( http://www.winehq.org/ ) but that would be subject 
to Steve's or Bruno's view on how likely such support would work.

VAMP support is still available but I moved it to the Analyze menu
a long time ago because that is where VAMP plug-ins should appear:

Not the above suggestions, because they only concern the Manual. 

Had VAMP support actually been dropped or you found a bug in it
then either the -quality list or [email protected] would
be OK.  Please ask Vaughan if you want to be on the -quality list.
