Bone shields are powerful, flagged antique, and cannot be carved on. You can, however, carve on bone blades though. The basic carve runes skill lets you carve on wood, petroglyph rock, glass or crystal and as you mentioned earlier, scrimshaw bone. The vast majority of low level druid cast is carvable, but I don't think this is the case for melee gear. Just keep an eye out for the composition of items. The bone scythe from the lotus monastery is an excellent antigood lvl 24 war non-norm leaper and it is very scrimshawable.
