Yep. Different places, different rules.
In Mersin, Turkey (a coastal village), you just don't drink tapwater. It might be all right and it might not, so you get it bottled with a guarantee that it's clean, even if it takes totally hard and almost undrinkable.
But in London, where the water occasionally has lumps of calcite in it and it tastes very hard by nature, even when it's dripped for extended periods from a water outlet (every home in the country is required by law to have at least one tap connected directly to the water supply), it's perfectly safe for you to drink. By contrast Birmingham tapwater is surprisingly soft, much less damaging to domestic and industrial operations, and tastes much more like the mineral water you'd expect to get in a bottle.
So it really does depend.
