Literally the only thing Frostond has going for it is a quick Freeze Ray. Penguilum does this better and so does Arctana, which also gets Flood since it's a water type. Frostond is basically a poor man's ice type. Submenno beats it horribly too, btw, since Submenno will get Crystal Slash, Chomp, Aquatic Blitz, Powerfang and other coverage moves if you want them, including Execution, Dragon Fang and Slash.
But yes, I've noticed the problem. Aaron clearly tried to concept-copy Eevee's line here, but even then, Eevee's line gets access to TMs. Flareon admittedly sucked for a long time. Jolteon having Bite running off its special attack in gen 2 meant it had both dark and electric coverage. Vaporeon not only got Aurora Beam (ice move) in its natural moveset, but could be taught stronger ice moves like Ice Beam and Blizzard via TM, and could also learn things like Toxic, Rest and Substitute (they all can, really). In gen 2, I'm pretty sure all the Eevee forms can use Shadow Ball, which was physical until gen 4, and ghost provides excellent coverage. Nowadays, the Eevee line isn't nearly so hamstrung, but apparently Aaron didn't get that memo.
I could've sworn Elvond learned at least one new move though. Energy Pulse maybe? Either way, at least Elvond is fairly bulky and has a lot of HP. Still, Tri-Beam and Magic Wave are...really not all that great. Blaizond is, as you say, the best of them. One day I'll have to take Irond for a spin and see how bad it's busted.
