I'm almost certain that thats just the text crawl. Old rpgs like dragon warrior do this too, and you can hear the words being printed letter by letter before a brief pause then it resumes printing again. Try pressing the t key when that happens again and it will probably read normally.
As for the move descriptions thing, maybe it only reads them when accessing a tm. Have to fuss around with it later and see.
