Frankly it sounds like this guy is just making idle boasts. Sure if he really had the skills then we should encourage him but it really seems like he's just attention seeking. Making either one of those games accessible, if possible at all, would be an enormous undertaking.
I'd be tempted myself to tell your friend to go ahead and try it. If he really is full of hot air that would deflate him pretty fast once he realises the challenges involved.
