As with most things in life there is no universal truth.

Whether a system sounds better with or without a pre-amp will depend on
the system ... and the preamp.

A basic (active) preamp does has three jobs to do (*)(**) :-
Input Switching
Volume Control
Buffering/Level Matching

If you don't need the first two, you are only left with the buffering -
and whether you need that will depend on the electrical characteristics
of the source and the power amp.

* Other functions like a tape loop, balance & tone controls, and an IR
remote are often added.

** Passive preamps don't even do any buffering.
