Follow Menno's advice. You may have fans on the power supply, processor, video card, and case.
Buy quality replacement fans. It they are 3.99 they are not quality :) Most computer makers put cheap fans in their systems. Check the decible rating on the fans. Maybe buy variable speed fans.
