A router is definitely not required, but there are two requirements: at least one of the devices has an auto sensing port (common on devices these days) and both devices are on the same subnet.
The second requirement is usually taken care of by a DHCP server which assigns IP addresses to both the laptop and the Touch. The DHCP server is usually in the router, but it doesn't HAVE to be, its certainly possible to have a DHCP server running on the laptop. Alternatively you can setup static IP address for both the laptop and the Touch in which case you don't even need the DHCP server. Yes the Touch DOES have to connect to the internet at least once for initial setup, but after that a laptop running SBS and a wire direct to the Touch is a perfectly viable way to run a minimal setup.
