How about a pair of Klipsch outdoor speakers about 10 feet apart where the main seating will be. If that is not enough, add another pair later. A volume control on the wall would be nice. For an amp, a used Speakercraft amp on ebay would fit your budget. These are tanks and can handle two sets of speakers easily.
