Yes it is called the "greenhouse effect". The real one that is.
The windows (or car body) prevent convection from carrying the heat away. Not so much to do with radiation.

The problem is the heat gets in thru' the windows but can't get out again --I believe glass is relatively impermeable to the infra-red part of the spectrum.
