As concerning to jakarta-commons-lang:
I have to upset you, C# has already had all these features.
I no wonder, cause Microsoft made the greit job of gathering
feature-requests and
the analysis of all exist languages and technologies.
By the way, .NET/C# has already had the features of almost all products from
jakarta-commons.
For example, jakarta-commons-lang, jakarta-commons-httpclient,
jakarta-commons-jxpath and so on ...
So making an implementation of them has no sense.
It seems to me, Microsoft made Jakarta product analysis as well.

Now I'm working at Avalon Framework and Excalibur.
There are a lot work to do (Merlin, Fortress and so on...).
