The ASF values diverse and healthy development communities rather than codebases. Phoenix doesn't have one.
After discussions with Stefano, I must echo his -1 on a Phoenix move to top-level. In the future, maybe, but the other active committers (me included) must play a more active role in its development for such a move to be sustainable.

I think Phoenix will do well as a sub-project of the new Avalon PMC.
