Sorry not so clear what the real requirement is.

Do you want a fixed local price that should be converted at a given rate to
become a foreign price?  

OR 

You want to convert foreign currency invoices into local ledger amounts with
different rates?

The first one should be fairly straight forward in changing the trade
agreement search...
